Maple story is a rip off of that game.
if Maple story was made first and i highly doubt it,
cave story is a rip off of maple story.

No neither of them were rip offs. They were totally separate projects. But MapleStory came first.
MapleStory was first released in a testing phase on April 29, 2003 in South Korea.
Cave Story was first released on December 20, 2004 in Japan I believe.
MapleStory was obviously produced earlier than it's release date but exactly when is unsure.
They originated from different countries and released in a span near each other. The similarities in name, gameplay, and other features are merely coincidental.
This is all from speculation in addition to a bit of digging in some really old Korean news archives. I couldn't get much from Japanese News Sources but the information I have should be relatively correct.
